The other part is (at least sometimes) hidden from the front of the belt, and on the inside is just some sort of big metal crook that goes over both hooks. It closes just like you are holding it in the last picture, having the right end sticking out a bit. However I am not quite sure how it is fastened to the belt fabric... If it was my belt I would probably just sew a small strip of double heavy fabric across inside of the belt to fasten the hooks in and hope it would look ok from the outside...
